Kind Kkhaled was generously offered to cover all of the expenses but Dr. Ghazi Algosaibi suggested to create fundraising campaign where all society has a contribution to the disability as case, King Khalid agreed on condition that the government would pay 1 riyal for every 1 riyal raised from the donation .

The Association building construction project was launched in an international tender submitted by contractors and companies specialized in engineering and construction from the Kingdom and countries around the world. "Saudi Consulting Services Office" Saudi Consult was selected, and the project construction was awarded to Saudi Construction Company (Saudico) with a total value of 80,000,000 riyals for a period of 24 months from the contract signing date. Approval was given to contract with the Swedish company (COMOD AB) for technical and technical supervision of the project implementation with a total value of 4.2 million riyals for a period of 27 months starting with the beginning of the construction work.

Approvals from official state bodies and institutions continued for the services provided by the Association, as a decision was issued by the Ministry of Education, at that time, licensing the Association to practice teaching children with disabilities, within the framework of the Association's endeavor to complete the system of services and programs it aims to provide to its affiliated children.

The Ministry of Health agreed to give the association a health license and a clinic to start treating disabled children. The shelter started with 87 children; 74 children were accepted while 13 children were rejected as they did not meet the acceptance criteria.

During a meeting of businessmen in the Makkah region with Prince Sultan bin Salman, the idea of creating a center in Makkah was suggested by the businessmen and several of them expressed their willingness to donate for the expenses. Mr. Mohammed Saleh Serafi donated land and promised 1 million riyals for the operation of the center, while Mr. Saleh Kamel donated 2 million riyals and Mr. Abdulrahman Faqih - in whose house the meeting was conducted - expressed his willingness to participate with Mr. Mohammed Saleh Serafi in building the center.
